Prepare the Potatoes: Start by boiling the potatoes until they are tender. Once cooked, drain and mash them in a bowl until smooth. Let them cool slightly.
Chop and Sauté: While the potatoes are cooling, finely chop the onion, garlic, and pepper. In a pan over medium heat, sauté these until they are soft and fragrant.
Cook the Ground Beef: Add the ground beef to the pan, breaking it apart as it cooks. Once browned, stir in the tomato puree and mix well. Remove from heat and set aside.
Combine Ingredients: In the bowl with the cooled mashed potatoes, add the eggs and wheat flour. Mix everything together until well combined.
Form the Rolls: Take a small portion of the potato mixture and flatten it in your hand. Place a spoonful of the beef mixture in the center and fold the potato over the filling, shaping it into a roll. Repeat with the remaining mixture.
Fry or Bake: You can either fry the rolls in a skillet or bake them in the oven at 180°C (350°F) until golden brown. If frying, ensure the oil is hot enough before adding the rolls.
Serve with Garnish: Once cooked, serve the rolls warm, garnished with fresh parsley.
