  1. In a mixing bowl, combine softened cream cheese and sour cream. Use an electric mixer or a sturdy spatula to blend them until smooth and creamy.
  2. Stir in the grated cheddar cheese, diced green onions, diced red bell pepper, garlic powder, salt, and pepper. Mix well until all ingredients are fully integrated.
