**Preheat the Oven:** Preheat your oven to 425°F (220°C). Line a baking sheet with parchment paper.
**Mix Dry Ingredients:** In a large mixing bowl, whisk together the flour, baking powder, baking soda, sugar, salt, and garlic powder.
**Cut in the Butter:** Using a pastry cutter or fork, cut the cold butter into the flour mixture until it resembles coarse crumbs.
**Add Cheese:** Stir in the shredded cheddar cheese until evenly distributed.
**Add Buttermilk:** Gradually pour in the buttermilk, stirring gently until the dough just comes together. Be careful not to overmix.
**Shape the Biscuits:** Scoop out 2-tablespoon-sized portions of dough and drop them onto the prepared baking sheet, spacing them about 2 inches apart.
**Bake:** Bake for 12–15 minutes, or until the biscuits are golden brown on top.
**Make the Garlic Butter Topping:** In a small bowl, mix the melted butter with garlic powder and parsley.
**Brush and Serve:** As soon as the biscuits come out of the oven, brush them generously with the garlic butter topping. Serve warm.
