Preparation
  1. Preheat your oven to 350°F (175°C) and line a cupcake tray with paper liners.
  2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add eggs, milk, vegetable oil, and vanilla to the dry ingredients, mixing just until combined.
  4. Carefully stir in the boiling water.
  5. Pour the batter into the prepared cupcake liners, filling them about 2/3 full.
Baking
  1. Bake for 18-20 minutes, or until a toothpick inserted in the center comes out clean.
  2. Allow the cupcakes to cool in the pan for 10 minutes, then transfer to a cooling rack.
