Cook the Tortellini: Start by bringing a large pot of salted water to a boil. Add the tortellini and cook according to package instructions, usually about 3-5 minutes. Drain and set aside.
Sauté the Veggies: In a large skillet, heat the olive oil over medium heat. Add the sliced bell pepper and onion. Sauté until softened—about 5-7 minutes. Add the minced garlic and cook for an additional minute until fragrant.
Brown the Beef: Push the veggies to the side of the skillet and add the thinly sliced beef. Season with salt and pepper, and cook until browned and cooked through, approximately 5 minutes.
Make the Sauce: Reduce the heat, and stir in the heavy cream. Gradually add in the shredded provolone cheese while stirring until the cheese is melted and the sauce is smooth.
Combine Everything: Add the cooked tortellini to the skillet and toss until well-coated in the creamy sauce. Cook for an additional 2-3 minutes to heat through.
Serve and Garnish: Serve immediately, garnished with fresh parsley for a pop of color.
